The University of Minnesota is committed to promoting a safe and secure learning and working environment. Violence, threats of violence and behaviors that are disruptive to institutional activities are inconsistent with this objective and are unacceptable.

The University Threat Assessment Program (UTAP), is a university wide multidisciplinary team dedicated to identifying, assessing, and managing concerns that may pose a threat to the safety and well-being of the campus community. The program focuses on early intervention and risk mitigation when individuals display behaviors that may indicate a threat to themselves or others. The team provides support and resources for employees, visitors, and other campus community members.

The program operates using a proactive, behavior-based approach informed by national best practices and research. By working collaboratively with University departments, mental health professionals, law enforcement, and other campus stakeholders, the University Threat Assessment Program aims to address concerns effectively while balancing individual rights with the need to maintain a safe and supportive environment for all.

 

Meet the Team

Threat Assessment/Emergency Management

These positions play a critical role in the university’s mission by identifying individuals who may pose a risk of harm to themselves or others, as well as determining appropriate interventions and responses. The department manager oversees the University Threat Assessment Program (UTAP), serving as the central point of contact for collecting and maintaining information on individuals exhibiting concerning behaviors. They provide expertise in risk and threat management and ensure ongoing follow-up. 

University Police

University Police support UTAP by providing guidance and assistance from a law enforcement perspective. They advise the team on the scope of police authority and capabilities in specific situations and, when permissible, share relevant information including criminal history, prior police involvement, and current data to inform the threat assessment process. University Police also serve as a direct liaison with other law enforcement agencies, facilitate welfare checks in cases where safety is a concern, and assist in coordinating safety planning with individuals and/or departments.      

Mental Health/Counseling

Mental Health/Counseling professionals support UTAP by providing clinical expertise and insight into the psychological dynamics of specific cases. They advise the team on risk factors associated with individuals experiencing mental health concerns and make recommendations for appropriate follow-up. When external assessments are warranted, they assist with the referral process and help interpret assessment reports to guide the team’s response.

Human Resources

Human Resources supports UTAP by advising on the proper application and interpretation of university policies, contracts and laws, providing relevant personnel data and information maintained by management and helping ensure equity and due process when evaluating conclusions prior to recommending any actions or referrals to supporting resources. HR brings critical expertise to the team, including engaging appropriate management and administration, conducting or assisting with investigations, developing intervention and communication strategies for affected or involved employees, and guiding the organization in addressing and resolving or de-escalating incidents through preventative measures, which may include coaching and/or disciplinary action.
 

Office of General Counsel

The Office of General Counsel (OGC) provides legal advice and counsel to UTAP. OGC advises on and provides information regarding relevant university policies, regulations, and rules, as well as applicable state and federal laws, throughout investigations and response efforts. OGC also offers legal guidance on issues commonly encountered during behavior assessments, including records management, privacy rights, compliance, discrimination law, and due process. Additionally, OGC is available to consult on balancing institutional risk and liability in various situations and, when necessary, works with University Police and management to obtain court orders to protect the safety of employees and the broader community.
